Can the drag and drop feature be disabled?

Hi Team,

Just wonder if the drag and drop feature can be disable. I understand that we can disable drag by setting AllowDragging="false", but when the mouse hover the content of the panel, it will still be a dragging arrow, wouldn't allow you to select the content text as a normal div.

In our Dashboard Layout component, we were faced your reported problem (Issue with draggable cursor appears on hovering over the panels when dragging is disabled) in before version 17.1.43. we have included a fix for this issue in our release version 17.1.43. Kindly update your nuget package to the latest version to resolve your problem.
