By multiple rows I assume you are referring to groups. You can check out the AdvancedTabbedMdi sample located at:
Syncfusion\Essential Suite\Tools\samples\Tabbed MDI Package\Advanced\AdvancedTabbedMDI directory.
This sample demonstrates how you can create and display multiple groups in a Tabbed MDI.
