When i drag and drop a custom decision symbol
automatically i have to create two links one for yes and one for No
e.g DecisionSymbol1 --> Link1 --> Link2
how to do it programatically ?

Links can be created only between two symbol ports. Assuming that you have two symbols with suitable source and target ports you can use the LinkCmd class to programmatically create a link that connects the two ports.
