SfRangeNavigator tooltip label with UTC + 1 displays wrong hour.

When "grabbing" the range slider, the tooltip (formatted HH:mm) changes to +1 hour.

I have added a sample project that replicates this behaviour. Please keep in mind that my Timezone is Berlin.
