pdfviewer control toolbar icons not drawn properly

On some of our clients the pdfviewer toolbar is not drawing the icons - just getting punctuation characters instead:

Any idea how to get it to draw correctly?

Hi - It happens when using Remote Desktop to 2 different servers running Windows Server 2008 R2 64-bit.

.NET 4.6.2 on one and .NET 4.7 on the other.
Display driver is VMWare SVGA 3D.

PDFViewer is version 17.246.0.46.

The problem sites are Server 2008 R2 Standard. 

Another site with Server 2008 R2 Enterprise is working fine.

It looks like a resource issue but not sure where to start looking.

We are able to reproduce the issue “PdfViewerControl toolbar is not drawing icons” in Windows Server 2008 R2 Standard. We have forwarded this issue to our development team for further analysis and we will update further details on 21th November 2019.

In PdfViewerControl, we are using System.Windows.Forms.ToolStripButton in our toolbar and we draw the icons for ToolStripButton using PrivateFontCollection.AddMemoryFont method in the ToolStripButton.OnPaint method with the help of System.Windows.Forms.PaintEventArgs.Graphics.DrawString. The toolbar icons in the PdfViewer are not drawn properly when it is accessed from Windows Server 2008 R2 Standard OS using Remote Desktop Connection and we suspect that this could be a behavior or issue of ToolStripButton. We have reported the same in msdn forum and will update you once we obtain any solution. Please find the forum link for your reference from below,
