How to read CSV?

The help mentions that XlsIO is able to handle CSV-Files, but neither there nor here have I found any more details on how to actually do this.

I have opened the file using LoadFile, but when I then check "UsedRange", I get "0 0 0 0", so it seems some more steps are needed to properly load CSV?
