How to prevent Stacked Column Chart form overlapping labels when one series had "0" as the numerical data?

I am using a stacked column chart to display daily hours worked by a worker separated into regular hours (series1, bottom bars) and overtime hours (series2, top bars). When there are no overtime hours the "0" label covers the label for regular hours. Basically, the top bar is not there, but its label is and its label overlaps the bottom bar's label making a day with regular hours and no overtime read "0".  Has anyone run into this and solved it?
