how to add reference Syncfusion.Pdf.Base for Microsoft.NetCore for UWP?

Thank you for contacting Syncfusion support. 
 
The Syncfusion.Pdf.Base.dll does not support in UWP platform, we have created a separate assembly Syncfusion.Pdf.UWP for UWP platform so you can refer this assembly. Please refer the below documentation link for more details.
