Image Background

I've got a situation where I want the functionality of a map but the location of the map isn't necessarily of the earth per se. 

I see Shapefile layers that would get me a polygon interpretation of the space and an Image source that would pull Open Maps or Bing.  Is there some way I can just provide a graphic background for the map and provide the shapefile in locations over said image?
