Categorization of controls: why is "Tab" in Navigation?

Browsing this documentation I was surprised to see that the Tab-Control was in the "Navigation"-Category. I did not expect to find it there and was looking in "Layout".

My reasoning is that tabs are not used to navigate (in the sense of activating other pages), but they simply structure content, so you might use them to activate different sections of the same page.

So what is the thinking behind structuring web-controls in the way it was done?

We will consider your suggestion and update the tab samples under layout category in sample browser. The changes will be reflected in our online sample browser in upcoming Volume 1, 2016 release, which is expected to be rolled out by end of March.
