Currently, we don't support our dashboard designer UI getting localized to any specific culture other than English-United States, which is by default.
Regarding the Dashboard Designer UI customization requirement that you are looking for, can you please confirm which one among the below items you are preferring? 1) Customizing the textual information across the Dashboard Designer UI on your own in a specific culture and feed that to the Dashboard Designer. 2) Built-in support in Dashboard Designer tool for specific cultures and option to switch to in application itself (like exposing the culture list through application menu for user selection).

We have planned to implement the first item “Customizing the textual information across the Dashboard Designer UI on your own in a specific culture and feed that to the Dashboard Designer”. We have created a feature report and added to our feature request list. This feature will be available in any of our upcoming releases.
