Is there some other step that I'm forgetting that actually displays the new children and repaints and remakes the layout?

Thanks for contacting Syncfusion Support.

We are unable to reproduce the reported behavior with GridBagLayout control. We are able to add the control programmatically with the given code example. We have prepared the sample for your reference and if can be downloaded from the below location.
