Could not load assembly

Hello, 

I'm getting an error of could not load assembly. Any dll I include I'm getting this error. 

Could not load file or assembly 'Syncfusion.DocToPDFConverter.Base, Version=13.1450.0.21, Culture=neutral, PublicKeyToken=3d67ed1f87d44c89' or one of its dependencies. The system cannot find the file specified.

1.Type of project created (Console application\ Windows forms\ WPF\or any)
2. Reference assembly location (GAC\Installed location)
3. Sample project
