When editing a tree view node in a floating window in a docking manager, it takes three clicks to click a button in a different control

If you are focused on a floating window and try to click on a button in a different window it takes two clicks. If you are editing a node in a treeview in the floating window it takes three clicks to click the button in the other window. Three clicks is too many. It should take one click as it does if the window with the treeview is docked.

Build the attached solution and run it.

Steps to reproduce:

1. Make the 'browser' float by dragging it out into space
2. Start editing the label of any node in the 'browser'
3. Click the lone button in the 'structure' window. It takes three clicks to click this button.

If the browser is docked it takes one click. If the browser is floating and you are not editing a node it takes two clicks. Since all the windows are in the same application and docking manager I think the button should take click. Whether or not a window is docked shouldn't matter.
