Drag Indicator Line position

Is there a way to display the drag indicator line to display below the adorned item.

The problem with the indicator is you can never add to the last item within a sub section and it causes issues allowing items to be added above the root.

Root
Employees
Employee 1
Employee 2
Employee 3
Managers
Manager 1
Board of Directors
CEO
President

If I want to drop the item below "Employee 3" to insert "Employee 4" a child of Employees it can't be done. It will end up at the same level as a Root child just above "Managers"

If the drag indicated a target below the hi-lighted item then I can accomplish this.

I just need to draw it this way since I handle the code to do the actual move/copy etc.

We are unable to reproduce the issue mentioned.
