We are unable to reproduce the issue with IsEnabled property of split button. We have attached the sample that explains how we reproduced it. If this is not you specified please provide us more information to reproduce this issue.

About 2 seconds after opening Window1.xaml, the IsEnabled property automatically changed to false. I'm using VS2010.

We are able to reproduce this issue with SplitButton. However we are unable to provide a updated assemblies through forums. Could you please create DirectTrac incident so that we can provide a fix at earliest.
