RemoveEmptyParagraphs clearing out images

I've got Groups in my document with only one image tag. If the image isn't there, I want to clear out that paragraph where the image is. I'm setting these images through the MergeField events and it's working except when I set RemoveEmptyParagraphs to true. It seems to clear out the tags before it sets the image. I've attached the template I'm using.

Again, the images load up just fine unless I set RemoveEmptyParagraphs to true. Any help would be appreciated! Thanks!
