Simple Question - 2 TabStrips - Capture TabStrip event with Callback, not Postback

Click TabStrip1, deselects all tabs on TabStrip2 (I wrote this part)

Works off of Postback.

I need to make it work off of a callback.

Is it necessary to use a Callback Panel?
