scroll bar not showing initially

we have a tab control on a modal dialog with 2 tabs and each tab has a pivotview

the pivot is filled in OnDialogOpened 

when the pivot is shown when the dialog opens or when a tab is changed the scrollbar for the pivot control does not show. it only shows once we open or close an item in the tree

the size of the e-content div is correct (2500 in our example) and the pivot table is 9000 and the css styles seem correct. not sure why it doesnt show
