How to do I make this control ?

I need this kind of control with changeable liquid color, some animation and with scales. How would I do it ? an example would be great.

We do not have a control that exactly replicates the UI you shared. However, we’ve created a sample using the WPF SfLinearGauge control to achieve a similar visual result. Please take a look at the attached sample for reference.
