Reposition Small Circle Shape Annoation in WPF PDF Viewer

In the WPF PfdViewer I can add a circle shape annotation.  But it is difficult to reposition the circle after creating it when the circle is small.  See the attached screen capture.  There is no "move" cursor available, only resize.  It appears I cannot move the circle using the mouse.  I can however select the circle and use the arrow keys on the keyboard to move it, but that has a fixed step size so I cannot align it to other circles well.

If there are modifier keys to help with this then i'm not aware of them, so i'm stuck.

Can you please do one of the following to fix the issue:

1) Let me know if there is some modifier key to allow the user to move the circle with the mouse when the circle is small, like perhaps a CTRL-CLICK to start a move operation instead of resize? Or middle click?

2) Or allow clicking in the center of the circle to start a move operation.

3) Or at least allowing modifier keys for the arrow key movements:

- arrow keys move 10 px

- arrow keys + CTRL moves 1 px

- arrow keys + SHIFT moves 50 px
