Zooming and Panning but with image

Hello colleagues, I have such a situation, I want to use this type of controller to indicate some points on an svg image.

I found information where this Cartesian Charts Control is used, but I need to replace the diagram with an image but the points have the same logic. Who can help me, or maybe you know a similar project. Thank you
