Do we have an option to Float comments panel?

Is there a way to float the comments panel in a PDF viewer rather than docking it on the right side of the page?

Do we have any option to customize the built in comments panel?

We are sorry to say that, it is not possible to float the comment panel in the PDF Viewer and also it is not possible to customize the built in comment panel.
