Dock window highlighted (with focus) and DockingManager.ActiveWindow value relation/behavior.

When play around with dock windows, I get inconsistent behaviors:

Dock Window highlighted but the DockingManager.ActiveWindow is null:

DockingManager.ActiveWindow value does not match the window highlighted:

Are these behaviors correct?

Thanks.
