Currently we are analyzing the possibilities for changing the Trackball tooltip position at our end and will update you the details on June 11, 2020.
Meanwhile can you confirm whether your requirement can be achieved with the below solution.
· Based on provided image we suspect that your requirement can be achieved using the FancyTooltip.
· We would like to suggest using the Tooltip instead of using the Trackball.

Unfortunately the Fancytooltip or the regular tooltip as suggested don't meet my requirements for the following reasons.
1. if the data point is zero, the fancy or regular tooltip will not be displayed. With the trackball tooltip, just hovering over the general area would show the tooltip.
2. if the data point is considerably smaller in value to other columns, the fancy or regular tooltip is very difficult to make appear. The user has to navigate to a sliver of the column size, if it exists at all, for it to appear. With the Trackball tooltip, just hovering over the where the column would be, would show the tooltip.
3. the Trackball tooltip is smooth in operation. I can quickly move across data points and the tooltip appears. With the others, moving quickly to another data point does not render the updated tooltip, while the old still stays visible.
4. with the fancy or regular tooltip, if the options for chartcontrol.showtooltips = true, tooltips for the axis labels also show. This is not desired in this situation.
So, I'm hoping that the location of the Trackball tooltip can be adjusted. However, if all of those reasons can be overcome with the fancy tooltip then I'd use that.
