Placing Custom Window Styling in Resource Dictionary?

I am following this guide:

Attempting to create my template for the title bar.

No matter where I put the "ControlTemplate" block of info, the title bar can't find the template on load.

What is the correct way to place this in a resource dictionary and refer to it?
