panels disappear behind application in VSTO Custom task pane

I am writing a VSTO addin for Excel that uses a custom task pane.  The dock panel manager is on the user control that goes onto the task pane.

When the panels are dragged away initially they visible however, if you stop dragging and let the panel float, then return to the panel and drag it, it becomes invisible.  At least that was my first thought.  It goes to the back of the Excel application.

If you move the mouse around until you find a dock then dock the panel it returns to the front on the custom task pane.  

If you have more than one panel and for the docking manager then try and drag and dock the panel to another at the edge again the panel goes to the back of the Excel application.

To resolve this I have tried many of the events for the panel, the user control and the dock panel manager in order to bring something back to the front with little success.

I am wondering if anyone else has encountered this?

We have confirmed the reported “Floating panel goes to back of  the Excel application in VSTO Excel add-in project “ issue. So, we have logged an issue report on this. This fix will be included in our Volume 2 SP1, 2018.   
 
If you need the patch for the reported issue,  please share your Essential Studio version. That will helpful to provide the patch for the same.

Essential Studio Version is 16.1.0.24

Used with Visual Studio 2017

Is there anything else you need?

When will the fix be available, and will it be available as an update?

I have updated to 16.1.0.37 and the issue still occurs.

No, we have received all required information from your end and this fix will not be available in 16.1.0.37. As mentioned in our previous update, we have logged defect report for the reported “Floating panel goes to back of  the Excel application in VSTO Excel add-in project ” issue.
