We have checked the reported exception occurred on dragging the IntegerTextBox from ToolBox in VisualStudio, but we are unable to reproduce it our end. We have also taken the video for the same:

Please check the above video. Also ensure whether the version of the toolbox and assemblies referred in an application are same. We have also provide you the following link about toolbox configuration in details. Please refer through it.
