I am Not Able to resize this rotator

I want to place the rotator in the top which only covers 20% of screen and then there are other components to place below, but i am not able to place it above not even able to reduce the size please fix the issue .

also please provide the same layout sample available in documentation 

i was not able to find same layout solution
