Thanks for contacting Syncfusion support. 

PlotOffset property is used for applying padding to the axis on both the ends which is the default behavior.  

We have achieved your requirement, by hooking the ActualRangeChangedEvent in the category axis, with this event we can change the ActualMaximum value of axis through its event arguments. Please find the demo sample from the below link.
