License - per user or per server

Hi,

I am evaluating Essential File Formats (XlsIO and PDF).  The product page has a text

There are no per-server licensing fees or royalties which makes Essential PDF very cost-effective.

For Server based applications:
So does that mean that if there X developers working on a product, we will require X licenses but no additional license for deployment to say 10 servers (in any environment)?

For Desktop based applications:
So does that mean that if there X developers working on a product, we will require X licenses but no additional license will be required for any users using our product?

Also please clarify if the license fee is per-year.  
When the product goes live and no further development/maintenance is done on the product, do we still have to pay license fee?
