CloseAllTabs event doesn't work after LoadDockState

If I add CloseAllTabs event to docking manager, it works when I click Close All menu item on Tab. But after I load a persist state, the CloseAllTabs event won't work any more.

In the demo I attached, if I set a breakpoint at CloseAllTabs event, it will stop when I click Close All menu item. But after I load a persist state, it won't.

Do you have any idea about this scenario?
