Axis Minimum/Maximum

The chart control is ignoring the values I set for minimum and maximum on a SecondaryAxis, NumericalAxis.  I've tried setting the values in XAML and code, no change.  The exact same charts (XAML and C#) work on Windows 8, their minimum and maximum values are respected.
