Restart Numbering On Every Bookmark

I have a problem to restart numbering on every section/bookmark. I've tried to set the RestartNumbering property but it doesn't work.  While the numbering is input from the user so it's not always have a numbering in every section/bookmark. How to set the numbering value to restart on every section/bookmark?
