ProjIO - where do the XML format files come from?

"Essential ProjIO is a native .NET library that enables .NET applications to read and write Microsoft Project XML-format documents without any dependence on Microsoft Project."

I have a goal of reading the contents of a .mpp file, without the need  to automate MS Project in the background, opening the .mpp file and then reading it. 

When I saw ProjIO I thought maybe this might be the solution.

Where do the "Project XML - format" files come from?

Are these created from within MSProject using their Save As XML format?

Regarding ".mpp" Project file:

Currently ProjIO does not provide support for MS Project files with extension .mpp.

 

Regarding XML (“.xml”) format Project file:

Currently ProjIO supports XML format MS Project files alone. Yes, the XML format project files created using Save as XML format option available in MS Project are supported in ProjIO.
