I have a goal of reading the contents of a .mpp file, without the need to automate MS Project in the background, opening the .mpp file and then reading it.

Regarding ".mpp" Project file:
Currently ProjIO does not provide

Regarding XML (“.xml”) format Project
Currently ProjIO supports XML format MS
Project files alone. Yes, the XML format project files created using Save as
XML format option available in MS Project are supported in ProjIO.
