Window Control in a User Control works but two user controls Fail

I have two user controls. Each have a Window Control. When I add one of them to my aspx page it works great. But when I add the second user control to the page and try to open one of htem I get the following errer:
Microsoft JScript runtime error: Sys.InvalidOperationException: Handler was not added through the Sys.UI.DomEvent.addHandler method.
What does this error mean and how do I fix it?
