Floating window keeps snapping back to primary monitor on multi-monitor desktop

I tried this on the Syncfusion sample Docking Manager apps and the behavior is the same.
Float a document and try to move it to a different monitor other than the primary monitor and the
floating window will snap back to the primary monitor.
