Hover over field list icon throws js error when toolbar specified in 18.4

We can able to reproduce the issue at our end. And now we are fixing the same. And the fix will be available on 29^th December, 2020 patch release.

The reported issue(Hover over field list icon throws script error when toolbar specified) has been fixed in the weekly release (v18.3.0.32) and it is available in nuget.org (https://www.nuget.org/).
