Draw Annotation Onto PDF Viewer

Is there a way to draw a solid rectangle onto a PDF while it is open in the viewer?  I'm looking to perform the same function that was shown here (http://www.syncfusion.com/downloads/support/forum/123956/ze/Video-286804058) at the 22 second mark, where the annotation is shown as it's being drawn, but with a rectangle and for a Windows Forms application, not UWP.  (This is a similar question to the one posted here: http://www.syncfusion.com/downloads/support/forum/123956/ze/PdfViewer_UWP126922857 but for Windows Forms, not UWP.)  

I'm not sure if this makes a difference or not, but I will be using a PDF document that is generated by physically scanning in a printed physical document - as opposed to one originally created digitally.

Also, once the annotations have been added and drawn onto the document, is there a way to "burn them" permanently into the document?  Sort of a redact feature?

At present, we do not have support to draw a rectangle in PDF pages and redaction in WinForms PDF viewer. However, by hosting our WPF PDF viewer control in WinForms application we can achieve your requirement.  
  
In our PDF viewer WPF control, we have provided the rectangle annotations support and redaction support, by hosting the PDF viewer WPF control in your WinForms application, we can achieve the requirement of Annotations support in WinForms platform. Is this still the case? I need to mars spots on pdf document. I am interested in location on the page, where user marks it using shape, is it possiable?
