Does Blazor have to always show dates in UTC format?

This is a known issue with Mono Runtime when Blazor runs on client.

Issue tracker: WebAssembly: Missing Timezone implementation

As a workaround, you can use the library Toolbelt.Blazor.TimeZoneKit.
