How to ensure some content are on same page

I am trying to do the following:

1. merge some word document as header.
2. append text description (one line)
3. append image (the height is about 1/4 of a page).

and loop 2 and 3 till all item are displayed.

Right now I make a table with 2 rows, and first row is text, second row is picture, than a page break, followed by more tables for description/image.

I need to make sure each text description/image pair are on the same page, but they often got seperated (i.e one line of description on the bottom of a page followed by image on next page). The header document has a unknown height so I can't just put in page breaks to ensure description and image are on the same page.

Any other ideas?
