Special characters appear as question marks in text

I am attempting to generate a word document that has some special characters. One example is an angled double quote (“). When i export the information it appears as a question mark instead of an angled double quote. We have had this issue in the past when text encoding was not right, but i can't seem to find how to change that in your program.
