In two ways you can achieve this requirement. If the template is a separate PDF and you want this template to be overplayed to all the pages, and then please have a look into our Overlay Document sample from the sample browser location: \\Syncfusion\EssentialStudio\6.4.0.15\Windows\Pdf.Windows\Samples\2.0\Modify Documents\Overlay Documents\cs
In this sample, two template documents are used where one stores a set of images and another contains a margin. When you overlap pages from these two documents, the resultant page will contain the images aligned within the specified margin.
Another option is creating the template and applies this template to all the pages in the document like Header/Footer.
