I just found something interesting. I'm using a SplitContainerAdv with two panels, neither of which is fixed. There is a GridGroupingControl in both panels.

When I slide the splitter UP towards the top panel, at some point the horizontal scroll bar disappears.

After some research, I determined that this was due to the minimumSize property on the GridGroupingControl in the top panel. It appears that the scrollbars disappear if you slide the splitter up high enough so that the displayed GridGroupingControl is smaller than the minimum size. I set the minimumSize to 10, and the scroll bars never disappear.

Just thought that might save somebody some time and trouble.
