SplitPane control order

I'm having a weird crazy issue. I have a Splitter with a SplitPane on the left to represent where I will have a "pseudo accordion" menu using Snap controls.

The problem is that the Snap controls are NOT rendering in the order that I have them in my source. Worse, the order seems random, and I can't figure out what is governing the order they are rendered.

I am able to reproduce the issue with split pane and snap control. The issue menioned here is suspected to be a defect and we have forwarded this to the development team.We will update you in two business days with more details.
