Validating and entire row

I want to validate the contents of an entire row before allowing the user to add a new row. I have two questions about this:

1) What event should I capture to perform this validation and (cancel the "add new") if the validation fails?

2) Within that validation event, what's the best way for me to poke into each cell of the row being validated to get the data in that cell?
