Column Resizing with multiple column headers

I have a GridControl with two column headers. The first one is a column group (but not in the sense of using grouping controls I''m only using Merges to create the group.) Now users can only resize columns in the first header row (where the group is) and not in the header row with the columns. Is there anyway for me to override this behavior?
