Wrong position of form field when converting html to pdf

Hello i made a basic example of the problem in visual studio

Pdf WrongPositionInput.pdf has wrong positioned textfield
Pdf
RightPositionInput.pdf has correctly position textfield
Only difference is that
WrongPositionInput.pdf has header, RightPositionInput.pdf doesnt.
For now i have resolved by editing position of the textfield in the outputed pdf from html to pdf process.
Is it better way how to resolved it ? I would prefer resolved it in html somehow :)

Thank you very much for help :)
