PDF Viewer Server not working on mobile or dev mode

We are using the PDF viewer inside a SfDialog. This works fine except on a mobile device. On a mobile device the PDF viewer is shown empty and there are no errors or logs

the same happens when running on desktop browser in dev mode but only if the browser is refreshed while in dev mode. so if the browser starts and then you switch to dev mode it works. refresh browser while in dev mode now it doesnt. close dev mode  and refresh browser and it works again

again no errors it just doesnt s

will try to create a sample. Possibly the difference is that we are loading the PDF from a database into a byte array and then load that into the PDF viewer
