Way to provide user list restriction

I see that we can restrict editing, there have a options to choose more users on the document editor / restriction menu
I would like to know how we can provide/show a list of user on the Add Users popup

You can add a user like below.

Example: 

'[email protected]';

I did read that document, but that to set current user, What I want is to provide the list user restriction on the line below,  Will the list user restriction show all the "current user" that I set for all the document before?

( In the document:
To add users to the current document, select more users option and add user from the popup dialog)

Can you please confirm whether your requirement is to add list of users through code or pop up dialog.
